разрешения на импорт цемента в РФ?

Сегодня вот такое вот письмо получил. Похоже на залипуху, да только не совсем понятно с какой целью?
Есть ли у кого-л. какая информация?

I was contacted by a reputable supplier and seller of cement today who recently had a vessel turned away at one of he major ports in Russia with 25000 metric tons of OPC on board. The ship was not unloaded and was sent back out to sea full because the buyer nor the seller had Import Permits from the Russian Government. They also told me that it takes up to 9 months to acquire one of there permits and even then they are not sure they will get one for importing cement into Russia. As a result the this seller will no longer be shipping cement into Russia.It is also my understanding that only very limited number of cement suppliers who have this Import Permit that has been issued by the Russian Government and only a handful of authorized buyers in Russia who have the ability to import any cement from outside sources.

I have heard about this situation from several sources with in the industry but at this point I have not been able to find any published information about this situation but no the less the sources I have are reliable.

I am sending this out as a courtesy only to make you aware of this situation. I would welcome any reputable replies from anyone who is close to this situation.

In my talks with this supplier they were very concerned about the clients they shipped to and also the resulting lawsuits between the buyer and the seller. When the seller shipped the cement they were not aware of this import permit or they thought the buyer had the permit from the government to import into Russia.

This came to my attention today and I wanted to make you aware of this situation just in case this is the case. I would strongly suggest that you make sure you do have proper Import Permits if you are planning on purchasing cement or if you are currently selling cement to Russia which ever the case maybe.

Есть информация правда о достоверности не возьмусь говорить. Корабль был задержен в порту СПб и на данный момент его продают как конфискат. Если есть необходимость могу попробывать узнать точно какой корабль и что с ним.
